Unfortunately or fortunately, the bill did not push through in the Senate Health Committee. The vote result is 5 “Aye” against 4 “No”. As a rule, there should be six votes to approve the passage of the bill. Because of this, people of California have no choice but to pay higher premiums every year.</p>

This is commonly known as adverse selection phenomena.  Secondly is that a small portion of the uninsured actually accounts for a huge share of the total costs of claims paid out by insurance companies.
